PRIMARY PURPOSE OF POSITION

Atlantic City Electric (ACE) Electric Distribution New Business and Interconnection manages the electric engineering and design of main and service replacements and roadway facility relocation in the Atlantic City Electric service territory. The engineering requirements are for simple through complex designs. Manage the electric engineering and design activities within electric distribution Engineering by ensuring standards are followed, adhering to the engineering and work prioritization/approval process, managing and controlling the scope of work, maintaining a focus on accuracy, design criteria and constructability while ensuring customer and regulatory expectations are met or exceeded. Define, develop and ensure effective change management in the implementation of initiatives that will improve the business process effectiveness, including implementation of changes in technology and best practices. Manages continual improvement in the cost to provide engineering and design and in the response to company and contract installers. Responsible for performance measurements and design audits for the ACE installations. Assures the focus and attainment of business goals and objectives and safety performance. Develops and maintains an environment that promotes diversity and high productivity. T&S This position is the design authority providing design services to the distribution disciplines within the Company.

Lead, manage and provide leadership for the personnel and the activities of the designers/drafters of the electric distribution organization within ACE. Provide technical oversight to contracted engineering and design groups to ensure adherence to EED drawing standards. Ensure compliance and adherence to accepted standard engineering and design practices for public relocation , system reliability, corrective maintenance, and system capacity projects (approx. 550,000 customers) across the distribution system while managing and controlling the scope of work, maintaining focus on accuracy, and ensuring constructability at the least cost. Responsible for performance measurements and design audits for all engineered plans.

Communicate, execute, and supervise the process to ensure all work designs are appropriately scoped prior to construction issuance. Coordinate feedback on required design and standards application changes. Work with asset management to ensure, the design, coordination, and timely execution of the reliability programs. Lead and manage the design and execution of all distribution reliability issues within the region, including development and oversight of programmatic work to meet Company SAIFI and CAIDI targets. Ensure all customer reliability issues are addressed in a timely fashion. Responsibilities also include management of contracted engineering services, joint utility work coordination and providing technical expertise of distribution facilities to the Region. Assure the development and effective implementation of strategic initiatives. Assure the focus and attainment of business goals and objectives. Develop and maintain an environment that promotes diversity and high productivity.

Note: Position may be required to work extended hours for coverage during storms or other energy delivery emergencies.


PRIMARY DUTIES AND ACCOUNTABILITIES

  • ACE Electric Distribution, New Business and Interconnection
  • Provides management of the distribution engineering and design activities to ensure consistent timely, cost effective designs, meeting customer service dates by having key interface with Work Management and construction, including contractors. Consistently monitor engineering activities to meet service dates.
  • Manage technical employees to ensure adherence to company standards, policies and procedures by members of the workgroup, and enforce all applicable company, city, state and federal safety rules and regulations.
  • Establish and manage the customer interaction, particularly with other utilities (e.g. phone, cable, water) to ensure that the company and the department are focused on the customers' needs and are delivering customer focused services and products.
  • Control the preparation of budgets, and manage local area budget to meet overall requirements.
  • Develop and maintain an environment that fosters a high performance culture and a learning organization. Lead a management team in promoting diversity. Serve as a change agent for business initiatives and assure the human element is understood and considered. Assure timely recognition of employee contributions and develop technical capabilities in the organization.

  • Drives and oversees the development and implementation of short and long term strategic and tactical business and labor initiatives designed to assure the highest levels of customer services and to achieve Exelon's safety, reliability and performance goals.
  • Manages the overall budget. Establishes and monitors business plans and business unit objectives. Balances cost control with appropriate capital and maintenance investments.
  • Develop and maintain an environment that fosters a high performance culture and a learning organization. Serves as a change agent for business initiatives and assures the human element is understood and considered. Assure timely recognition of employee contributions. Develops methods to assess communication effectiveness and implement continuous improvement initiatives.
  • Provide leadership to and development of the Design team. Provide accurate and timely feedback regarding performance and operations. Conduct performance planning and appraisals. Identify opportunities for growth and learning. Facilitates open and honest communication with staff. Assures that upward communication is integrated into the process, including employee concerns and complaints.
  • Establish, maintain and improve relationships with other departments in Exelon and outside.
  • Drive and oversee the development and implementation of short and long term internally generated distribution engineering, design, and reliability activities to eliminate rework, assure the highest levels of customer services and to achieve Exelon's safety, reliability and performance goals.
  • Provide central and focused leadership and management of distribution engineering / design activities across Exelon by having key interface with Work Management to levelize engineering activities in conjunction with the work plan and to optimize crew utilization. Consistently monitor engineering activities to facilitate decision making that bundles work opportunities to maximize construction output.
  • Manage the department budget. Establish and monitor engineering and design process to meet Asset Management and Operations objectives. Ensure scope control to contain costs and manage engineering estimates to within + / - 10% of actual project costs.
  • Develop and maintain an environment that fosters a high performance culture and a learning organization. Lead management team in promoting diversity. Serve as a change agent for business initiatives and assure the human element is understood and considered. Assure timely recognition of employee contributions and develop technical capabilities in the organization.

  • Facilitate open and honest communication with staff. Assure that upward communication is integrated into the process, including employee concerns and complaints. Develop methods to assess communication effectiveness and implement continuous improvement initiatives.

JOB SCOPE

  • Atlantic City Electric (ACE) Electric Distribution New Business and Interconnection or and manages the engineering and design of all electric distribution, facility relocation, and DER work within the ACE service territory.
  • Ensures proper application of federal, state and local regulations and company standards by personnel.
  • Manages a staff of two operating districts of approx. 2 supervisors, 2-4 engineers and 5-10 designers.
  • Maintains process consistency and adopt best practices for the design and project management of electric distribution projects within the ACE new business area.
  • Manage the implementation of tactics in support of strategies to define and drive change to obtain significant reduction in cost for electric mains and services installations by technology implementation, design standard changes, business model changes, and establishment of new regulatory strategies.
  • Manage regular interface with Work Management and contract management to ensure adherence to the process so that service installations or revisions are constructed in the most efficient and economical manner, provide requirements for the immediate and long-range work plan. Review completed construction to ensure that projects are completed and mapped as designed. Confer with Construction & Maintenance and contractors to determine engineering feasibility and cost effectiveness of designs and adherence to standards 

Qualifications

MINIMUM QUALIFICATIONS

  • Bachelor's degree in Engineering or related field
  • 7-10 years of relevant experience OR in lieu of Bachelor's degree, 9-12 years of relevant experience
  • Demonstrated knowledge and understanding of distribution engineering practices.
  • Proven leadership ability in a high performance culture OR demonstrated ability to manage, develop and implement process enhancements and efficiencies including technology and performance.
  • Proven high level management skills in coaching and facilitating business competency.
  • Self-initiator and proven performance management skills.
  • Demonstrated ability to build consensus, establish trust, communicate effectively and foster culture change and ensure compliance to engineering processes and design procedures
  • Demonstrated business acumen, customer awareness and ability to create value / eliminate non-value activity.
  • Ability to work independently and as a team member, effectively managing conflicting priorities in a multi-tasking environment.
  • Strong interpersonal, problem-solving, motivational, negotiation, time management, and oral/written communication skills are required.
  • Create effective working relationships with employees, customers, other departments, and outside agencies.
  • Knowledge of company safety, regulatory and various operating policies and procedures.


PREFERRED QUALIFICATIONS

  • Graduate degree or Graduate Level work in Engineering, Business Administration or related field.
  • Knowledge of electric distribution New Business and Interconnection processes.
  • 3-5 years of supervisory or managerial experience.
